Tom Bowser

Over his 40 year career in the Blue Cross and Blue Shield System, Mr. Bowser has held high level positions at Blue Cross and Blue Shield of Kansas City, Blue Cross and Blue Shield of Oklahoma and the Blue Cross and Blue Shield Association. During his ten-year term as the President and CEO of Blue Cross and Blue Shield of Kansas City, the company generated record growth: Revenues doubled to $2 billion per year, net worth tripled to $600 million, and service levels rose to top ratings in the community and the Blue Cross and Blue Shield System.

He was the Chairman of the Board of the Blue Cross and Blue Shield Association, the national coordinating body of 39 Blue Cross and Blue Shield Plans serving 100 million Americans, with annual revenues in excess of $360 billion. This 2008-2010 Chairmanship responsibility covered the heart of the health care reform debate and the passage of the Patient Protection and Affordable Care Act.

He is a 1968 graduate of the University of Kansas. He resides in Kansas and Jackson Hole, Wyoming. Mr. Bowser also has an extensive record in governance and health care financing.
